Welcome/Agenda Overview

Chairman Mike Fedewa called the meeting to order and extended greetings to everyone in attendance. He called for a motion to approve the April 10, 2003 minutes with the addition of Attorney Laura Crumpler’s name indicating her presence at the meeting. A motion to approve the minutes was made, seconded and approved

Dr. Otho Tucker, Director, Office of Charter Schools presented the contents of the meeting agenda packet.

Governance/Business Updates

 

Financial

Ms. Linda Ivy, Accountant II, Auditing and Charter Schools reported that DPI has received 89 of the 91 audits that are due. Imani Institute has not submitted an audit and the audit for Provisions Academy is complete but the CPA has not forwarded the audit to the Local Government Commission (LGC) due to illness.

 

Name Change Request

The Charter School Advisory Committee recommended approving the name change request submitted by Rocky Mount Charter School. Dr. John von Rohr, Superintendent along with unanimous support from the Rocky Mount Charter School Board requested to change the name from Rocky Mount Charter School to Rocky Mount Preparatory School.

A motion was made to recommend approval of the name change request. The motion was seconded and passed unanimously.

Good News

Ms. Kathy Taft, SBE Member acknowledged Gaston College Prep’s participation in the acceptance of the proclamation for Charter School Week.

Dr. Otho Tucker shared the highlights of his attendance and participation in the meeting for parents and community members held at Rowan Academy.

2003-2004 CSAC Meeting Schedule

Ms. Gail Scott Taylor, Consultant, presented the draft CSAC meeting schedule for 2003-04. Members were asked to review the calendar before the June 12, 2003 meeting at which time the calendar will be adopted.

Interview Procedures & Guidelines

Dr. Jackie W. Jenkins, Consultant reviewed the process for evaluation of the charter school interviews. Committee members were reminded that interviews are thirty minutes in length with a 5-minute transition break between each interview.

Discussion, Recommendation and Ranking of Applications for SBE Approval

At the conclusion of the interview process, Committee members discussed the applications addressing the strengths of each application as well as noting concerns.

Committee members were reminded to complete the yes/no ballot which is used to determine which schools would be recommended to the SBE for approval. Schools receiving at least two-thirds (2/3) "yes" votes will be recommended to the SBE.

The following schools received 2/3 "yes" votes and were recommended to the SBE for approval. The schools are listed in the order in which they were interviewed:

1. Children’s Community School 10 Yes 2 No

2. Kinston Charter Academy 11 Yes 1 No

3. Carolina International School 12 Yes 0 No

4. PACE Academy 11 Yes 1 No

5. The Early College of Guilford 11 Yes 0 No *

*CSAC Member Sandy Carmany abstained from voting on The Early College of Guilford due to her familiarity with some of the members involved in the proposed charter schools.

The following schools did not receive two-third "yes" votes and were not recommended to the SBE for consideration:

1. Neuse Charter School 5 Yes 7 No

2. J.A. Grant International Preparatory School 5 Yes 7 No
